The Specific Plan consists of a 20-block downtown served by Metrolink commuter rail, a commercial corridor in downtown, two flanking neighborhoods, and an industrial district. Upon buildout, the Specific Plan will include up to 1,092 new residential units and nearly 1-million square feet of new commercial space. A portion of this growth will be attributed to new development, while some will also include revitalization of existing buildings.
Chapter 1: Introduction – Specific Plan Purpose and Revitalization Strategy
The specific plan was created following a public participation process that evaluated the history of Newhall, current conditions, and revitalization strategies in other communities. This chapter details major projects that can be initiated and policies to consider to renew Downtown Newhall.
Chapter 2: Form and Character – The Plan for Downtown Newhall
The centerpiece of the specific plan is the transformation of San Fernando Road into a pedestrian-oriented 'Main Street' with public buildings, parking garages, an open air market (Mercado) and mixed commercial and residential development.
This section also outlines various housing types and transportation and landscaping plans that will collectively contribute to the success of the specific plan. Other elements such as Hart Park and historic sites are also discussed and incorporated into the specific plan.
Chapter 3: Implementation – Phases of the Development Plan (.pdf)
The specific plan should be fully implemented in 10-15 years. This chapter identifies and describes the various phases of the plan and details how included projects may be implemented and funded. Residents, developers and business prospects are urged to contact City staff for current information on pending and approved projects as well as those currently under construction.
Chapter 4: The Code – Development Standards, Land Use, Architectural Style Standards
The Specific Plan established a new code and zoning for the Downtown Newhall area. This section describes the development opportunities available to property and business owners within each zone.

What is this application?
This is a comprehensive application for any business in the Downtown Newhall Specific Plan area, especially those businesses on Main Street, that wish to provide additional signage and merchandise allowable in the Downtown Newhall Specific Plan.
Why do I need this?
You need to fill out this application if you are looking to install permanent or temporary window signage, use an “A-Frame” sign in the public right-of-way, or provide an outdoor merchandise display area on the sidewalk in front of your business.
How much does this cost?
There is no fee associated with this process through the Planning Division. You can also make modifications to your application at no charge in the future. To help save time, you can use this application to apply for three different permits “A-Frame” signs, window signs, and outdoor displays.
How long does this process take?
If you intend on submitting the application online, please download and print the application form, fill out all of the requested items, have the appropriate people sign the application, and submit the application. Be sure to include each of the applicable exhibits with the application for review by the Planning Division and email the application to firstname.lastname@example.org. Otherwise, you can submit the completed application (with applicable exhibits) at the City’s Permit Center for an over the counter review located in Suite 140 of the City of Santa Clarita City Hall located at 23920 Valencia Boulevard.
What else do I need?
You will need to provide a plan or graphic of your proposed window sign or “A-Frame” sign, in addition to the dimensions of your sign, to ensure the proposed sign is consistent with the requirements of the Downtown Newhall Specific Plan. If you are proposing outdoor display of merchandise, you will need to provide pictures of the display you would like to use, along with a plan showing where you plan to place this display, including dimensions of the display and sidewalk in front of your business.

Environmental Impact Report (EIR)
Projects consistent with guidelines set forth in the Specific Plan will not need further environmental analysis.
A final EIR, statement of overriding conditions and a mitigation monitoring and reporting program have all been certified for the Downtown Newhall Specific Plan.
