The Department of Administrative Services oversees a cable television franchise agreement with Time Warner and a Public Benefits Agreement with AT&T to provide television services in the City. The Franchise and Public Benefit Agreement documents can be found by clicking here.

The information below is intended to provide residents with a comprehensive overview of all current and future television service providers. The Santa Clarita City Council values the availability of competitive services and believes that residents benefit when they have multiple service providers to choose among. To that effect, in addition to the cable television franchise with Time Warner in July of 2006, the City Council executed a Public Benefits Agreement with AT&T that allows them to make competitive television service available for the residents of our community. AT&T is currently offering television services to approximately 60% of Santa Clarita.  To determine if your home is located in an existing service area, please click here.

State and federal laws provide oversight of the cable and telecommunications industry. While the City of Santa Clarita continues to serve as the local franchise authority and will respond to every community inquiry that we receive, it is important for residents to understand the extent of the City's authority. Under current state and federal law, the City does not have any legal ability to dictate what television service providers charge for their services or how they set their channel line up. In fact, as currently written, federal law allows all providers to operate in a deregulated manner when it comes to issues concerning pricing or channel line up.
