ITEM 1 MASTER CASE NO. 09-149, CONDITIONAL USE PERMIT NO. 09-015

Location: 21445 Soledad Canyon Road (APN: 2849-021-020)
Request: The applicant is requesting to convert an existing commercial building into a car rental office and interior car washing facility. The project is located at 21445 Soledad Canyon Road in the Community Commercial (CC) zone.
Recommendation: Staff recommends the Planning Commission adopt Resolution P10-013, approving Master Case 09-149, Conditional Use Permit 09-015, to allow for the operation of an Enterprise Rent-a-Car located at 21445 Soledad Canyon Road (APN:2849-021-020) subject to the attached Conditions of Approval (Exhibit A).
ITEM 2 MASTER CASE NO. 09-042, CONDITIONAL USE PERMIT NO. 09-007

Request: The applicant is requesting a Conditional Use Permit (CUP), to allow for the installation and operation of a wireless telecommunications facility to be located upon an existing 52’-8” high commercial building. The project consists of twelve (12) panel antennas and six (6) equipment cabinets placed behind architectural screen walls, located atop the existing roof. The property is located at 26357 McBean Parkway within the Commercial Town Center (CTC) zone within the community of Valencia.
Recommendation: Staff recommends that the Planning Commission adopt Resolution P10-09, approving Master Case 09-042, Conditional Use Permit 09-007, to allow for the installation of a wireless telecommunications facility upon an existing 52’-8” high building located at 26357 McBean Parkway (APN: 2861-054-259), subject to the attached Conditions of Approval (Exhibit A).
ITEM 3 MASTER CASE NO. 09-160, CONDITIONAL USE PERMIT 09-016

Location: East of 25600 block of Alicante Drive (APN: 2860-014-064)
Request: The applicant is requesting a Conditional Use Permit to allow for the installation and operation of a wireless telecommunication facility on an existing Southern California Edison transmission tower. The project consists of six (6) panel antennas and one (1) parabolic dish antenna, located at a maximum height of approximately 48 feet on the 130 foot tall tower. Four (4) equipment cabinets would be located at the base of the tower behind a new split-face block wall enclosure. The property is located east of the 25600 block of Alicante Drive in the Residential Moderate (RM) zone.
Recommendation: Staff recommends the Planning Commission adopt Resolution P10-11, approving Master Case 09-160, Conditional Use Permit 09-016 to allow for the construction of a wireless telecommunications facility upon an existing transmission tower located east of the 25600 block of Alicante Drive subject to the attached Conditions of Approval (Exhibit A).
ITEM 4 MASTER CASE NO. 09-164, CONDITIONAL USE PERMIT 09-018

Applicant: New Cingular Wireless PCS, LLC
Location: 28450 Fig Court (APN: 3244-027-035)
Request: The applicant is requesting a Conditional Use Permit to allow for the installation and operation of a wireless telecommunication facility on an existing Southern California Edison transmission tower. The project consists of nine (9) panel antennas located at a maximum height of approximately 88 feet on the 234 foot tall tower. Four (4) equipment cabinets would be located at the base of the tower behind a new split-face block wall enclosure. The property is located between Seco Canyon Road and Tamarack Lane at 28450 Fig Court in the Residential Low (RL) zone.

Recommendation: Staff recommends the Planning Commission adopt Resolution P10-12, approving Master Case 09-164, Conditional Use Permit 09-018 to allow for the construction of a wireless telecommunications facility upon an existing transmission tower located at 28450 Fig Court (APN: 3244-027-035), subject to the attached Conditions of Approval(Exhibit A).
ITEM 5 MASTER CASE NO. 09-074, CONDITIONAL USE PERMIT 09-010, OAK TREE PERMIT 09-010

Location: 23233 Lyons Avenue & 24629-24725 Arcadia Street

Request: The applicant is requesting approval of a Conditional Use Permit and an Oak Tree Permit to allow for the expansion of an existing church campus by constructing a new 21,306 square foot church assembly building with associated surface parking and the conversion of the existing church into a multi-purpose room. The property is split zoned CC (Community Commercial) and RS (Residential Suburban) on an 8.59 acre parcel in the community of Newhall.

Recommendation: Staff recommends the Planning Commission adopt Resolution P10-10, adopting the Mitigated Negative Declaration and approving Master Case 09-074 (Conditional Use Permit 09-010, Oak Tree Permit 09-010) to allow for the construction of a 21,306 square foot church in two phases at 23233 Lyons Avenue & 24629-24725 Arcadia Street in the City of Santa Clarita, subject to the attached Conditions of Approval (Exhibit A).
ITEM 6 MASTER CASE NO. 09-055, STAGE 1 ENVIRONMENTAL IMPACT REPORT SCH NO. 2009061011
Case Planner: James Chow, Associate Planner
Applicant: The City of Santa Clarita
Location: The project site is generally located at the intersections of Lyons Avenue and Railroad Avenue and 13th Street and Railroad Avenue and includes right-of-way owned by the City of Santa Clarita and the Los Angeles County Metropolitan Transportation Authority (MTA).
Request: This is a request by the City of Santa Clarita to the California Public Utilities Commission to relocate an existing at-grade rail crossing from 13th Street at Railroad Avenue to Lyons Avenue at Railroad Avenue. The proposed Lyons Avenue At-Grade Rail Crossing Project consists of the closure of the existing 13th Street railroad crossing and the detailed design and analysis of the proposed Lyons Avenue At-Grade Railroad Crossing, and the associated lane configuration, signal timing, gate design, and traffic analysis, in accordance with the California Public Utilities Commission requirements. The project area consists of the above-mentioned intersections, totaling approximately three acres. This project focuses solely on the Capital Improvement Project as mentioned above.
This request also includes review and certification of the Environmental Impact Report prepared for this project.
Recommendation: Staff recommends the Planning Commission receive the staff presentation; open the public hearing and receive testimony from the public; provide direction to staff on the hearing schedule and project issues; and continue the public hearing to April 20, 2010.
