The Manufactured Home Rental Adjustment Panel (Panel) is a five (5) member Panel which consists of two (2) park resident representatives (elected from and by park residents), two (2) park owner representatives (elected from and by park owners), and a fifth member chosen by the four (4) elected members in a manner described in Chapter 6.02.040(B). Each Panel member serves a three year term.

The primary responsibilities of the Panel are:

• To conduct rent adjustment hearings when a proposed annual rent increase is appealed by the affected residents.

• In the event of a park closure, to evaluate the park owner's compliance with the regulations, assign relocation costs and other mitigations as outlined in the regulations, and grant the tentative and final permits associated with the closure.

In addition, the Panel can be assigned other duties by the City Council. A complete listing of the Panel's duties can be found at Chapter 6.02.040(I). The panel is not involved in the administration or operation of City departments.

All meetings are subject to the Ralph M. Brown Act (Government Code 54950 et seq).

The Panel meets on an "as needed" basis.
