Building & Safety: General Information

Building and Safety is a state-mandated program. Its main purpose is to ensure that new construction follows established safety guidelines and standards as outlined in the State Building Codes.

This program is also responsible for enforcing various requirements associated with planning, zoning and property maintenance as outlined in the City’s Municipal Code. This is done through the Division’s Code Enforcement Section.

The focus of the Building and Safety program is to ensure compliance through the permitting and inspection process. This process involves Plan Review, Permit Issuance, Inspections, Certificates of Occupancy, and Records Maintenance for all new private construction.

The permit process is mandatory for all new construction, including new buildings, alterations, additions, and miscellaneous plumbing, mechanical and electrical installations. Temporary structures and demolition of buildings or portions thereof, are also regulated through the City’s permitting process.

This process ensures that projects are thoroughly reviewed and evaluated for compliance with pertinent regulations prior-to and during construction. This process is documented and recorded on City permits, which are kept in permanent files at City Hall for future reference. The Building and Safety Division also issues Certificates of Occupancy for new buildings upon completion.

Building and Safety staff consists of professional architects, engineers, inspectors, and friendly support staff to assist our customers in achieving compliance with construction regulations.

All Building and Safety services and related administrative costs are paid through permit services fees.
