The
Transit Maintenance Facility will be situated on an 11.84 gross-acre
vacant industrial lot in the Rye Canyon Business Park, within
the Valencia Industrial Center (view map).
The site is situated at the southeasterly corner of Alta Vista
Road and Constellation Road. The lot is rough-graded, relatively
level, and developable, with street improvements and utility connections
to the site.
Phase I of the project will consist of the construction of facilities
to meet the existing and short-term expansion needs of the Santa
Clarita Transit System over the next five to ten years. The initial
construction phase would address all current deficiencies, as
well as provide for the use of alternative fuels to meet new state
and local air quality regulations. Particular design considerations
must address efficient phasing of the Facility, identifying utility
needs of the Facility given the existing inventory, while developing
the site for future ultimate build-out.

To house all functions needed at ultimate build-out, the Facility
would provide a total of approximately 40,000 square feet of building
area for fleet maintenance, and approximately 25,000 square feet
for operations and administrative functions.
The City of Santa Clarita’s facility is intended to be
a high-quality project that is environmentally sensitive, by using
state-of-the-art energy efficiency and sustainable building methods.
It is the City’s intent to, at a minimum, attain a “Certified”
project status as defined in the Leadership in Energy and Environmental
Design (LEED) Rating System by the US Green Building Council.
When complete, this project will likely be the first LEED Certified
Project in the City of Santa Clarita and will be a demonstration
of the City’s commitment to greener development and responsible
public policy. The project is now LEED Registered, and listed
on the USGBC web site, including LEED-related project information.

To aid in LEED certification of the project, a few of the features
incorporated into the design of the facility are as follows:
- Straw bale insulated exterior walls for the administration
building
- Optimize energy performance by providing under-floor HVAC
system through a raised-floor plenum in the administration building.
- Daylighting for both the administration and maintenance buildings
- Recycled building materials, e.g., carpeting, timber, concrete,
steel, tile, and vinyl.
- Water efficient landscaping
- Stormwater management

Finally, this project is in large portion federally funded by
the Federal Transit Administration (FTA), as well as the State
of California, L.A. County,the L.A. Metropolitan Transportation
Authority (MTA) and the South Coast Air Quality Management District.
Therefore, all State and Federal administrative, design, and construction
guidelines must be adhered to, including utilization of DBE firms
in all contracts.
