A General Plan is a long-range planning document that all cities
and counties of the State of California are required to create,
adopt and implement. The General Plan guides future development
and resource conservation through articulating a 20 year vision
for land use and the character of a community. It is used to identify
where housing, employment and industrial uses will be developed,
along with determining the extent and location of transportation
and infrastructure improvements needed to support the developments.
General Plans guide the development of the community’s character
through determining the location and linkages among shopping,
schools, parks, and natural areas.
General plans are often called the "Constitution for Local
Development" because they ultimately determine the shape,
form, and quality of a community. The General Plan addresses important
topics of community concern such as:

Goals and policies will be adopted for each of these topics
(and possibly others) along with implementing strategies and programs.
These will be developed by the City, County, public agencies and
residents of the Valley. It is important for all of these parties
to work together toward a unified vision of the Valley to create
a place where people enjoy living, working, playing and spending
time, now and in the future.
